Babies having (too many) babies

I just had the scariest thought as I read an article about the 13- and 15-year-olds that just had a baby: that's three news items in the last two or so weeks getting people all in an uproar about irresponsible reproduction. Are we heading for some Handmaid's Tale-esque crazy reproductive laws future (or rather, the opposite thereof)? My first reaction to myself is "Don't be silly!", but then I wonder about the current climate of economic recession paranoia and make myself uncomfortable again.
